This looks like The Villages in Florida...of course, there it would a golf car jam!

And no, you don't need a license or country club membership so long as you stay within The Villages which has a huge network of paths and roads to drive on.

Some golf cars have been made "street legal" and if you chose to drive on a public road, you would need a driver's license.
