This is a favorite statue of mine... especially in bleak spring.

There is supposed to be a protocol with horsed statues, although it is also disputed. If the horse has one hoof in the air the rider either died of wounds, or was wounded in battle. Does not apply to Washington so maybe this statue is one to disprove the 'rule'.

Costa Rica is the only country in Latin America without a similar statue of a liberator.

Costa Rica never had to fight for independence. When Nicaragua got its freedom, the Spanish simply abandoned Costa Rica also. Costa Rica was free for several weeks before they knew it upon arrival of a messenger from Nicaragua.
